The Trinidad and Tobago 2025 Deep Water Competitive Bidding Round (2025 DWCBR) was officially opened on January 27th, 2025. Twenty-six (26) Deep Water blocks are now available for bidding and the bidding round will close on July 2nd 2025. Competitive Bidding Order (CBO)
The Petroleum Regulation Deep Water Competitive Bidding Order outlines the requirements of bid submission, maps and descriptions of the blocks, the summary bid form, and the revised evaluation method for bid submissions.
Model Production Sharing Contract (PSC)
The deep water blocks will be governed by Production Sharing Contracts (PSC). The Model PSC, upon positive vetting by the Attorney General, ensures that operations are carried out to international standards and that all parties receive a fair share of revenue generated by the extraction and disposal of crude oil and natural gas. The Model PSC has been updated to reflect recent regulatory and economic changes.
Virtual Data Room
As an initial step in evaluating the blocks on offer, we invite you to explore our comprehensive Virtual Data Room (VDR). The Ministry has collaborated with Lynx Information Systems Ltd (Lynx) to provide free access to view-only technical data, including extensive seismic datasets that offer unprecedented exploration insights for offshore Trinidad and Tobago.

Highlight: The 2018 CGG Reprocessed volume offers enhanced subsurface imaging with extensive 3D data coverage in Trinidad and Tobago’s deep-water acreage.

Data Package
Interested parties may purchase the data package by paying the pre-bid fee of USD 25,000. The data package includes downloadable data for detailed block evaluation as detailed in the Data Package Listing, along with the Local Content and Local Participation Framework and the National Oil Spill Contingency Plan. Persons intending to bid either individually or as a member of a consortium shall also pay a bid application fee.
